I would go with a Gulfstream 5….since it sounds like money is not an issue…..(or possibly you have no idea what an airplane costs)….they should only run you 46 million. Good luck with this one.

My suggestion is a twin turbo prop but then again if it was just to take the family on vacation I would probably 25 tockets (approx $15,000) and save $20 Million.
Surprisingly enough, your best option might be a Boeing 727 in executive configuration. Certainly it is the least expensive option.
25 passengers may be a little too many for most of the business jets. At a stretch the Gulfstream 5 may be able to accommodate 16 passengers
A canadair, CRJ, they come in a variety of models and can seat from 24-86 seats, ( depending on configuration and model )
They are quite smooth and readily available for purchase or lease.
Depending on what you want to buy the cost starts around 24 million, and go up to 39 million.
Most economical is to leaseback ( let someone else use it when you are not )
This will help offset the cost of owning.
Also you will need a multi engine rating and a co-pilot for this aircraft as well as a type rating and high altitude endorsement to act as Pilot in command of a CRJ.
( you wont need a commercial license unless you get paid for a flight )
and a co pilot will likely fly with you for free ( just to build time )
25 passengers will need a Bombardier aircraft….search it …..Bombardier aircraft can take 30 passengers and flies at high speed …and not that expensive..
I would recomand the Learjet but I don’t know if it can hold 25 people and the cost is in the range of $6M
Aside from the millions of dollars you will need to buy the airplane, keep in mind that you will need to insure it. And, keep in mind that the insurance company will NOT insure a brand new pilot to fly a jet around. It’s hard to get them to insure small airplanes with retractable landing gears for pilots with low time. It would really depend on the insurance company, but they will probably want you to have a thousand hours or so in jets before they will even think about writing a policy for you.
Your best bet here is to charter an airplane, or some sort of fractional ownership deal. You won’t be the pilot, but you will be able to say when and where the airplane goes. It’s usually more expensive than the same number of seats on an airline, but you gain the flexibility of having an airplane at your disposal for a while. Look at netjets.com for an idea on how all that works.
Money is on topic, time is another, if you are planning on being the pilot!
I think in realistic thought, consider using a service rather than a purchase.
Idle time on an airplane is not good, and extreme in costs, so consider leasing the plane out when you are not using it if you do opt to buy.
I would look into a reconfigured 727 if I were in your position.
